JOINT ATIS/TIA NATIVE SMS/MMS TEXT TO 9-1-1 REQUIREMENTS AND ARCHITECTURE SPECIFICATION RELEASE 2This scope of this Standard is limited to text messaging to 9-1-1 emergency services in the United States for Commercial Mobile Service Provider (CMSP) native Short Message Service (SMS) and Multimedia Message Service (MMS) capabilities. Only plain text media type (e.g., not video, graphics, or pictures) is supported with Multimedia Messaging Service messages. Rich Communication Services (RCS) to 9-1-1 are for further study. The support of text messaging to 9-1-1 emergency services for third-party over-the-top SMS-like texting applications is beyond the scope of this Standard. Purpose The purpose of this Standard is to define the requirements, architecture, and procedures for text messaging to 9- 1-1 emergency services using native CMSP SMS or MMS capabilities for the existing generation and next generation (NG9-1-1) Public Safety Answering Points (PSAPs).
